SPECIAL MESSAGE: 2013 REGULAR SESSION CHANGES TO PROGRAMS
August 20, 2013
Friends:
As Summer quickly subsides and Autumn brings a seasonal change, I wanted to take a quick moment to address some important issues and some changes:
1) Act 418 (click HERE to download) of the 2013 Regular Session establishes a tax credit registry within the Louisiana Department of Revenue (LDR). LED and OEID are no longer required to receive any transfer notifications or the subsequent transfer fees. Therefore, all transfer documents including the transfer fees should be sent directly to LDR at the following address:
Louisiana Department of Revenue
ATTN: Tax Credit Registry
Post Office Box 1071
Baton Rouge, Louisiana 70821
LDR has also set up a phone number for anyone seeking additional information – 225.219.2270. As a courtesy, LED will forward any transfers to LDR we receive between today and September 1, 2013. As of September 1, 2013 we will NOT ACCEPT ANY TRANSFERS or TRANSFER FEES, and any information received will be returned to sender.
2) Until further advised, please continue sending the necessary transfer documents for those seeking to transfer the film credits directly with the state. We are working on finalizing the mechanisms so that recipients can go directly to LDR with these as well.
3) There were other changes to OEID administered programs (for the better) that we are working to begin promulgating in rule in the very near future. Please feel free to review these by following the hyperlinks: Act 418 (tax credit registry); Act 178 (motion picture); Act 197 (live performance); and Act 385 (sound recording).
The first half of 2013 has been a resounding success and the remainder of the year will be even better. I am excited to work along with the growing entertainment industry to take Louisiana to the next level. Thanks for your continued input and support.
