The Louisiana Department of Revenue has issued Revenue Information Bulletin No. 14-005 dealing with the newly established Tax Credit Registry which applies to all transferable credits. The RIB is attached here. In addition, in order to claim and transfer the credit, the Credit Utilization Form (Form R-6140) must be filled out and submitted to LDR. A copy of that form is attached here.
